I agree with Mike here. In some ways, the diploma granting process is not so
different from, for example, certification to use the darkroom. The student
says to the school, "This is something I want from you" and the school says,
"These are the criteria you need to meet to get it from us". A simple deal
and one which is entirely in the student's control as far as initiating the
process is concerned.
