I'd say that the report was relatively neutral, giving both
positive and negative remarks. The balance perhaps a little more
to the negative, since most of the negative comments were
towards the end - the section reporters know folks tend to
retain the best. NPR does tend to take a liberal stance, so
I would expect them to be neutral/positive, however they
are also fond of academia so that would tend to shift them
toward the negative. All in all, a typical NPR piece -
some decent information, some opinions, and a straightforward
