Hi, this is Hanna from Sudbury Valley,

I don't think that you need to have been a certified teacher in a
traditional school in order to:

teach - You need to have knowledge and be articulate

understand the system - you lived it when you went to school as a kid and/or
you have children of your own who experienced it.

organize a school which is based on a philosophy which is different from the
pervading model - you need to figure out what you believe in, and then see if
you can make your ideas become reality. It is difficult to do but is
doable. The certification is not an obstacle because some cerified teachers
always do join new ventures in education and they will answer that need for
the authorities if it arises. Money, coherent well spelled out written
materials explaining your system and a dedicated group of founders are key to
success.
